    Nearly 40 million Americans rely on the Colorado River for drinking water. Planning to 2060, the U.S. Bureau of Reclamation and the seven Basin States faced four descriptions of the river's future: a century of records, reconstructions spanning nearly 1,250 years, a blend of the two, and 112 climate projections. They relied on none of them alone. Against the observed record, the climate projections raised the 2060 annual bill by $1.1 billion at the low end and $2.3 billion at the high end. How do you plan when you cannot know the odds?
